In my view this is a good thing, many clients are put off proceeding to detailed assessment as the financial risk to them is so great, and will therefore often accept quite swingeing reductions to their inter partes bills. This will allow receiving parties to be a little braver and gain a true indication of the fairness of the bill, before settling.
