I have not time to give a full interpretation here, now. The vital upshot is:
If you might, even just might, want to form a new legal entity to bid for a Duty Contract*, you must complete an Own Client bid as the potential new outfit before tomorrows deadline. If this project dies on the vine there is no penalty, so do it.
