I have mentioned this stuff twice recently

The occasional, well considered and properly written up ICA determination does not however reverse the general trend referred to – especially regarding initial LAA decisions.

I raise the “culture and values” theme yet again because I had my first occasion to delve into the post LASPO “Appeals Manual” yesterday and guess what? That’s right, early on it contains a plea to ICA and IFAs to abide by the “7 Principles of Public Life”.

These include 3 of the 4 LAA core values, strangely minus “impartiality”, augmented with “Selflessness, Accountability, Openness and Leadership”. The middle 2 are the most interesting as the appeals process is completely closed and there is no accountability even for an obviously perverse decision.
